Public bug reported:

'python setup.py build_sphinx' is not working because the doc directory
that exists in trunk is missing from the 1.0.0 tarball:

[root@server2 src]# ls -l swift-1.0.0.tar.gz && md5sum swift-1.0.0.tar.gz
