Public bug reported:

Currently swift-init has a reload option that will gracefully shutdown a
currently running daemon and start up a fresh daemon to take new
connections. Our Ops team would like a 'graceful' option to just do the
first half of this, gracefully shutting down the daemon without starting
up a new one. Useful for servers they want to do OS upgrades / reboots
on.
