Public bug reported:

Currently, if fake_users is selected, then 3 fake users are created
(fake, user, admin); we also use the FakeLDAP (redis) provider.

There should be a way to use the FakeLDAP/Redis provider separately from
the unit tests.  Installations may prefer their users to be stored in
Redis (or - in future - whatever data store they're using for their Nova
data)

This might be best done by implementing a proper provider model for the
auth store.
