Public bug reported:

Currently, the server build-out generates a new host key with every
rebuild. It would be ideal to generate a unique host key prior to build-
out and install that same one no matter which image gets built or
rebuild (say, CentOS rebuilt to Ubuntu).

This would make my SSH clients much happier.
