[Bug 622016] [NEW] Automatically detect the text language

Public bug reported:

Having to change the language configuration manually is inconvenient, so
I'd be great to have an option to automatically detect the text language
(the detection would be done in Application.synth() before every call to
eSpeak).

The libTextCat library looks like the ideal candidate for this, but its
Debian packaging is broken (libtextcat0 can't be installed if
OpenOffice.org is there). Bugs have been filled.
