Public bug reported:

DNSMasq is only enabled in the vlan-based network topology (one per vlan). If we had one DNSMasq server for the entire datacenter, it could serve the flat network topology as well
Routers in the datacenter would have to be configured to dhcp-relay the dhcp requests of course.
