Public bug reported:

We need to get access to the client version from within actions, to know
if we can creatively break the format that boto expects.

Since the context gets passed in, it would make sense for it to live
there.  I didn't know if we wanted to keep a pointer to the entire
request in the context so we could context.request.params['VERSION'] or
if we just wanted to take the boto/aws parameters and put them in the
context like context.client['VERSION'].
