Public bug reported:

nova-objectstore doesn't use amqp at all, so it manages just fine
without rabbitmq on boot.


nova-api doesn't have any consumers, so doesn't need to connect to amqp on boot.

Every other component fails if it does not have access to rabbitmq when
it starts.

All of them (except objectstore) fail if rabbitmq goes away or gets
restarted or something. They do not reconnect gracefully at all. :(
