Testing nova bzr430 through the 2011.1~bzr430-0ubuntu0ppa1~maverick1
packages, all default settings, registering an Ubuntu 10.04 LTS cloud
image.

I can start an instance, and log in as root into the instance (bug
683525) but not as the "ubuntu" user.

Researching further, it appears that the instance cannot reach the
metadata service (hostname is not set, ~ubuntu/.ssh/authorized_keys is
not set, wget 169.254.169.254 fails).

The host (correctly) has:
Chain PREROUTING (policy ACCEPT)
target     prot opt source               destination         
DNAT       tcp  --  0.0.0.0/0            169.254.169.254     tcp dpt:80 to:127.0.0.1:8773
