[Bug 684931] [NEW] cannot build stable release packages due to ESSENTIAL dep phase

Binary package hint: sbuild

This is http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=602571. The
problem is sbuild now uses /usr/share/doc/build-essential/essential-
packages-list to build up a list of packages to automatically install.
This file has 'sysvinit' in it in the stable releases, but sysvinit is
not an installable package in Ubuntu releases with upstart (this was
fixed for natty in 11.5ubuntu1).

The technically correct fix is to SRU build-essential to not list
sysvinit for all stable releases that use upstart, however even if this
was done people would still not be able to build packages on EOLd
releases, which is not a huge deal but is somewhat desirable. One way to
fix this is to special case Ubuntu in sbuild and remove 'sysvinit' from
the list of essential packages to install.
