http://ubuntugnome.org/ is wordpress, yes.

http://torios.org/ is not, my team using HTML and CSS so far except the 
news page: http://torios.org/news/

WordPress is not bad and it does the job. For me, it saves my time and 
that is exactly what I really need.
But I'm no expert when it comes to websites and stuff!
