I've made the domain part configurable in savanna.conf. In
nova-network it is also set as a config parameter 'dhcp_domain' and
is not exposed via API. So we can't automatically discover it and
need to rely on user to properly set it.

Looking at the change, it looks like 'novalocal' is hard coded
as the domain name.
If that is the case, I don't think it is very useful since the
whole point is to determine what the domain name name is for
the current env.
