expectations when changing activity point values

Right now in the SchoolTool gradebook you can't change the total
number of points for an activity after you create it, in part because
it isn't clear what the expected behavior should be when you've
already scored some of the activities.

One option of course would be to let you change the total points until
you've scored one of the activities, but from a coding & UI point of
view it is a bit of a pain and probably won't please everyone anyhow.

The other options are:

- allow people to change the total and just keep the scores the same.
For example, activity A is worth 10 points, a student is given 10
points, a perfect score. Then the total points is changed to 100, and
they've got 10%. This is the easiest thing to do, and probably the
most predictable from the user's point of view.

- when you change the point total, calculate the percentage score of
all existing scores and revise all the scores so the precentage stays
the same when the total points are changed. In the above example, the
student's score would be changed to 100 points.

Thoughts, preferences?
