[Bug 1015684] [NEW] Screenlet launching

Public bug reported:

In Ubuntu 12.04 when screenlets fail to launch, Ubuntu shows some kind
of error report window which i think gathers information about process
that made error and system info. That takes time and it's really
annoying (as I can see from Ubuntu Center screenlet comments). Also, on
distros without this kind of feature, user can't see what went wrong
with screenlet. My idea is, can we spawn screenlets like subprocess of
screenlet daemon (now daemon just spawn new process) and than we can
have info if screenlet started successfuly or there was some exception.
Than we can show some window with log to the user if launching failed.
Also, with this kind of screenlet launching we could know which
screenlets are currently running. Now we don't know because when daemon
spawns screenlet process, it puts its name in some file without info if
screenlet launched or failed.

** Affects: screenlets
     Importance: Undecided
         Status: New
