Is this the zipped version of Sikuli download?
Or some isolated files? (To run a script. at least sikuli-script.jar and the libs directory is needed)

--- Win32Util.dll: Can't find dependent libraries
On the system running Sikuli:
path requirements on Windows:
path-to-sikuli\libs and path-to-java\jre6\bin must be in system path
