Peter Kim confirmed that the question is solved:
There were few more places where I had to separate fields by two or more
spaces in the test data file. In Test Cases section, Log and sik_popup
needed to be followed by two or more spaces.

After that, RF with RC3 worked on Windows 7.

I like Windows 7 so much better that I am not sure I want to go back to
Windows XP to test if RFworks with RC3 on XP.
