--1. your type() is correct.

--2. Did you check, wether your 
self.ieApp.focus()

really works? 
On Windows it is usually necessary to use some text from the app window to focus.

After you opened the IE and successfully waited for the
ie_url_bar_buttons.png, the browser window should already be the
frontmost and should accept the type()

You might add a wait(1) before the type(), to wait for the GUI to be
rally ready.

--3. I checked with IE9 on Win7
and found, that the key combo works, but opens a dialog box, that has some options and has to be confirmed.
