I think tesseract is always initialized with english language (see https://github.com/sikuli/sikuli/blob/develop/sikuli-script/src/main/native/tessocr.cpp#L376). So maybe it is an option to compile sikuli yourself with french initialization. 
But this is just a guess, I don't really know that much about tesseract.
