RaiMan proposed the following answer:
The only problem, that might be: blanks in your path to the cmd.

App.open() on Windows internally uses CreateProcess
http://msdn.microsoft.com/en-us/library/windows/desktop/ms682425(v=vs.85).aspx

and sets the first parameter to NULL and uses the second parameter filling in the given string.
So this might be the reason, why your second version works.
