OK, I can not tell you more about the keyboard simulation on the level
you are talking, since in Sikuli some system independent  high-level
Java key codes are used, that are mapped deep down at the system
dependent layers of the running JVM.

For version 1.1 I am working on a tool, that is able to "learn" a keyboard, but this currently only looks for the non-function keys.
I will add a feature, to check/learn the function key too.

But this would not really help, if the receiving app interprets a given
key code other than the system.

For now, I cannot help you any further, sorry.
