RaiMan proposed the following answer:
setting as default is not possible.

You have to switch an empty tab in the IDE using right mouse on the tab
and in the context menu  with "Set Type".

Another possibility is to save an empty python script, close it in the
IDE, in Finder change the contained .py to .rb and open it again in the
IDE.
