I resolved it. Start a gitlab-runner with batch:
1. Create Startup Batch.
2. Write 
   cd %LOCATION_GITLAB_RUNNER%
   call gitlab-runner.exe run -c %LOCATION_GITLAB_RUNNER%\config.toml
