This is not a bug, but a feature.

If this occurs and the mouse really does not move, then this is caused
by external aspects.

On windows, it might help, to run the script from a command line in
admin mode.

When programming in Java, you might try, to test the Java AWT Robot mouse features yourself.
Or run a simple script using the SikuliX IDE.

This problem and possible solutions are discussed hundreds of times in
the net.

Bug description:
  I am getting below error while i testing desktop application which is
  intellij plugin in my IDE

  
  [error] RobotDesktop: checkMousePosition: should be L[463,185]@S(0) - but is not!
  Possible cause in case you did not touch the mouse while script was running:
   Mouse actions are blocked generally or by the frontmost application.
  You might try to run the SikuliX stuff as admin.
  [log] CLICK on L[463,185]@S(0) (2592 msec)
