I would imagine that would cause problems, this should be happening when the 9221 device appears which is probably before your etc/rc.local rules kick in so you are probably trying to load the firmware a second time to the already active device. Try removing this line from rc.local and restarting. If the 9221 device does not show up use the rfkill device for the wwan module to boot it up and then the udev rules should take care of the rest.
