This is a really interesting question about multilingual content
behavior in Drupal 6. I agree that the user experience should be
prioritized, especially for non-native English speakers. Hiding content
might be confusing, so your approach of showing all materials but
clearly indicating which need translation seems like a good starting
point. I'd be interested to hear what other users think as well. If
