There seems to be a package conflict between jwm-menu, jwm-menu-common, and jwm-menu-all.

Well, give this one a try...

    <StartupCommand>nice-start</StartupCommand>
    <StartupCommand>pcmanfm --desktop</StartupCommand>

    <StartupCommand>$HOME/.config/jsm-mouse</StartupCommand>

See if this fixes it.

I suggest you change yours to look like:
    <StartupCommand>pcmanfm --desktop</StartupCommand>

    <StartupCommand>nice-start</StartupCommand>
    <StartupCommand>$HOME/.config/jsm-mouse</StartupCommand>


Now, we just need to figure out how it happened?!?
