[Bug 1355331] [NEW] Revert lazy session-activation on non-seat0 seats

Please consider backporting the following patch introduced in v209:

This patch reverts lazy session-activation on non-seat0 seats, which may
lead to inactive sessions for users logged in non-seat0 seats.

A similar bug was reported for Fedora. See:
