[Bug 1357438] [NEW] webapps url dispath on launch if that was the last thing they did before being lifecycle killed

Public bug reported:

I'm having this issue where the facebook webapp url-dispatches to the
webbrowser; while in the webbrowser the facebook webapp is lifecycle
killed; if I open the facebook webapp again; I get url-dispatched as the
first thing done and a white screen on the facebook webapp.

Could this be related to the "remember" feature?

Here's the facebook log from a fresh start, leaving all the other errors
aside, close to the end, there's a url-dispatch
