[Bug 1357538] [NEW] abnt2 layout keyboard not found, unable to upgrade initramfs-tools

In a recently fresh installed Ubuntu 14.04 Server I did an aptitude
full-upgrade and I get the following error:

0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

This is blocking me from upgrading the package initramfs-tools to the
latest version. Because I live in Brazil, the layout abnt2 is the
correct one for this Ubuntu Server (no Xorg installed) and it was
properly selected during install. But in the full-upgade this started to
happen unexpectly. I never changed the keyboard settings or messed with
it.
