[Bug 1499910] [NEW] Indicator should have torch control

Public bug reported:

Other platforms make it very easy to access the camera flash as a torch
without unlocking the phone.

Our phone should probably have a torch option within the power
indicator. It should be easily toggle-able on and off with a simple
swipe and tap.
