Bug description:
while trying out simulated phone calls on nexus4 vivid+o+silo0
the dialer app has the big green dial/hangup button floating over the numbers if not sized to the expected phone formfactor (specifically sized smaller)
so maybe this is a design question - should the dialer app have a fixed minimum?
should the dialer app window even be allowed to resize ?
and what to do if that minimum doesn't fit on screen well ?

The dialer app should have a set minimum window size on the desktop so that all functionalities are always visible and accessible. Ideally the window should not be resized for the time being.
If it is unavoidable to increase the window size then the additional GU can simply be filled with white space/the same background the dialer is using.
For a greater user experience a longer term solution is to make the
dialer convergent, meaning it would use the multi column layout
similar to the AB and messaging apps.
