[Bug 1520435] [NEW] Unwanted super thick borders in Xubuntu 15.10

I am seeing very thick borders around dialogue windows of Gtk+
applications. This started with upgrade to Wily. I do not have any local
themes installed - i.e. no themes in `~/.themes`.
