  Unwanted super thick borders in Xubuntu 15.10

Bug description:
  I am seeing very thick borders around dialogue windows of Gtk+
  applications. This started with upgrade to Wily. I do not have any
  local themes installed - i.e. no themes in `~/.themes`.
