[Bug 1530951] [NEW] Ubuntu 15.10 claims to be a debian jessie

Ubuntu 15.10 comes with a /etc/debian_version , claiming to be a
jessie/sid. Can confuse software. Should have /etc/ubuntu_version
instead.
