[Bug 1530951] Re: Ubuntu 15.10 claims to be a debian jessie
/etc/debian_version has always been present in Ubuntu. It is as
accurate as it ever was, it correctly documents the approximate Debian
compatibility level of each Ubuntu release. But software should not be
relying on its contents; third-party software should be using either
/etc/os-release or the lsb-release command, both of which document the
Ubuntu release information. There is zero need for an /etc/ubuntu-
release.

Bug description:
Ubuntu 15.10 comes with a /etc/debian_version , claiming to be a
jessie/sid. Can confuse software. Should have /etc/ubuntu_version
instead.
