@Victor - which application are you seeing this is an issue?
I just tested N7, removing keyboard works fine for ubuntu apps.
I don't think this is an issue with connecting/disconnecting the keyboard.
This appears to be an issue with puritine apps not being hooked up for OSK to get triggered.

connect a USB keyboard
Use for a bit
Disconnect keyboard
try using the onboard keyboard
Result:
The keyboard starts producing random touch events as soon as you try to use it.
