[Bug 1539546] [NEW] Service mountdevsubfs has to be enabled to start service lvm2

Xenial daily cloud image 20160129:   insserv: Service mountdevsubfs has
to be enabled to start service lvm2

This is causing juju bootstraps to fail on Xenial.
