Ok, so I've been trying to fix this myself, and I do have some issue.
1. The trunk of https://launchpad.net/ubuntu-keyboard does contain the CORRECT layout.
2. The device has another layout, which is the INCORRECT layout.

Why is there a difference/why is it not the files from the actual
project that is on the phone?

Bug description:
  The layout of the OSK for Swedish is not correct. See attachment #1.

  Å Ä Ö should be placed more in line of the desktop keyboard layout,
