[Bug 1365662] [NEW] (Dual-boot) Update to 14.04 reset to UTC=yes

I am using Ubuntu 14.04 and WinXP on a dual-boot system. //
I have been using a dual-boot system (XP and Ubuntu) for perhaps a year or more. //
I recently updated to 14.04 when the software updater presented me the option. //
I don't recall the exact earlier version from which I updated to 14.04 (perhaps 12.-something). //
I expected the update would not influence my clock settings when I switch between WinXP and Ubuntu 14.04. //
Instead, my clock is always about 4 hours off when I switch. //
When I reset the clock in one environment, the problem comes back later. //
I have read about and do understand that WIN uses local time, and 14.04 uses UTC. //
I have tried to fix the problem with various terminal commands suggested by help forums, but they are not working for me. //
I don't recall having been presented with a UTC=yes vs UTC=no option during the update,
nor do I recall being asked if I had a dual boot system that included Windows, which uses local time. //
I request that in the future, you add a simple menu item to the Ubuntu system menu, accessible from the system icon, and to the clock menu, accessible from the drop-down menu at the upper right, which would allow a person to easily set UTS to yes or no without having to use a terminal. A menu item accessible from system and clock menu would make this MUCH easier to fix for relatively new users than requiring terminal commands. //
I have used Ubuntu Studio 12 and Ubuntu 12 for a long time, and have tried many Linux systems (xbuntu, lubuntu, puppy, etc.), and I have successfully configured grub files and executed a few successful terminal commands, but I am no expert at terminal commands -- nor do I think all Ubuntu users should be! Thank you for your help.
