seems like mterry's comment is back in the good ol' split greeter days.
iirc, recent discussions were that we wouldn't "lock" in the case of a phone call. the screen would only go on/off with the powerkey (off with timeout as well) to prevent inadvertent input.

Bug description:
When a user is in a call and manually turns the screen off, Android
will continue showing their dialer app, but when the call ends, the
phone will be locked.
I think users might expect that same behavior.
Either we can queue the lock until the call ends or we can lock in the
background and keep showing the dialer-app in the meantime.
