[Bug 1215120] Re: It should be possible to queue a phone lock during a call
My comments about this being difficult are rooted in split-greeter
thinking. But the feature itself is still possibly useful -- to queue
up a lock after a user intentionally turns off phone. That's what
android does (or did anyway, haven't checked lately).

Bug description:
When a user is in a call and manually turns the screen off, Android
will continue showing their dialer app, but when the call ends, the
phone will be locked.
I think users might expect that same behavior.
Either we can queue the lock until the call ends or we can lock in the
background and keep showing the dialer-app in the meantime.
