[Bug 1366024] [NEW] "Refresh page" label ellipsized when not needed

Using rtm-17, start the webbrowser while being offline the page has an
error with a button "Refresh page", that label is ellipsized in some
locales because the width of the button is forced, it would probably be
better to just let adapt to the text
