I think it's a good idea to separate each concern with separate bugs.
Fortunately, design has already done this...

- It should be vertically centered on mako (and other devices)
==> bug 1335789 (also bug 1355093)

- It is too small on manta (seems like it didn't scale with GU)

Bug description:
  When demoing the boot animation spinner to design in Malta, they had
  some comments:

  - It should be vertically centered on mako (and other devices)
  - It is too small on manta (seems like it didn't scale with GU)

  We should fix these nits.
