[Bug 1368470] [NEW] Celllular and Wi-Fi Settings... options don't always display Settings

Public bug reported:

Tested on krillin ( rtm image #30 ) and mako ( rtm image #33 ).

When I try tap the "Cellular Settings..." or "Wi-Fi Settings..." menu
items in the network menu, I expect the menu to be dismissed, and the
requested settings page displayed.

Actual result, nothing appears to happen, although when the menu is
dismissed manually, the correct settings page is revealed.

** Affects: indicator-network (Ubuntu)
     Importance: Undecided
         Status: New
