[Bug 1370755] [NEW] [FFe] Re-enable libmediaart build dep

Public bug reported:

Tracker has build with libmediaart support previously but it was
temporarily disabled pending libmediaart MIR. Now that the libmediaart
MIR has been approved LP# 1360565. We want to re-enable this support.

libmediaart allows tracker to index metadata and images from media
files. It was originally part of tracker itself but split out into
seperate library for tacker-1.0.

This should be very low risk tracker has built against this code, most
of the cycle and it was only disabled for a few weeks. Either way I have
tested with the current tracker version
