[Bug 1371709] [NEW] Additional standalone subcommand for --list-cleanup

I'm using Ubuntu 14.10 dev with apt 1.0.9.1ubuntu1 and this ticket is an
indirect continuation of this ticket:

Currently it is only possible to remove obsolete package lists in
combination with calling "apt-get update". This has the disadvantage
that always network traffic is created if a user wants only to cleanup
old package lists. Maybe --list-cleanup can have additionally its own
subcommand like "apt-get list-cleanup" which removes only obsolete
package lists without trying to update the current ones.
