The issue has been mentioned/discussed a bit on
https://code.launchpad.net/~ken-vandine/ubuntu-system-
settings/lp1356542/+merge/235496

Basically on rtm 59
- open system settings -> background
- click on "add an image"
- click on gallery in the selector

-> the settings screen is displayed for a second before gallery gets on
screen, ideally that wouldn't happen and we would get directly from the
picker to gallery
