[Bug 1374249] [NEW] Scrolling works erratically when sound center balance is off-center

Public bug reported:

When the center balance is adjusted to the right, scrolling on the
volume icon in the panel produces erratic results. The same thing
happens when trying to adjust the volume in the sound menu. The volume
buttons still function correctly though.

** Affects: indicator-sound (Ubuntu)
     Importance: Undecided
         Status: New
