[Bug 1378769] [NEW] Address bar hide/show functionality surprising

Public bug reported:

The way the address bar shows and hides currently leads to some
surprises, as the website moves up and down because of the header
animation, even after I stopped moving the page.

I think any movement of the address bar should be directly related to
the finger, maybe only if it's only partially pulled in, should it slide
in completely, but that should never move the page content itself.

** Affects: webbrowser-app (Ubuntu)
     Importance: Undecided
         Status: New
