[Bug 1381336] [NEW] Display "no application installed" text before listing actual items

Using rtm 106 on krillin
- start system settings
- open the background screen
- click on "add image" in the custom section
-> the content -hub screen is loaded, you can see the string "Sorry,
there aren't currently any apps installed that can provide this type of
content." then it's replaced by a list of application include gallery
and others
Seeing the string is confusing, it should rather have an empty screen
and a spinner while it's looking for installed handlers
